David B. Garcia, Ph.D., founded the Hispanic Scholarship Consortium in November 2004 to provide opportunities for the growing number of Hispanic high school graduates in Central Texas. As chairman, he has committed to this task by ensuring that adequate educational and financial resources are available to Central Texas Hispanic youth.
Garcia, a community leader and philanthropist, is passionate about education. As a result of his passion, he has invested in the future of many students by establishing opportunities for future leaders and mentors through endowments at two prominent universities.
At The University of Texas at Austin College of Pharmacy, he established the Jaime N. Delgado Endowed Presidential Scholarship and the Jaime N. Delgado Endowed Graduate Fellowship in Medicinal Chemistry. At St. Mary’s University in San Antonio, he established the James T. Mason Jr. Endowed Scholarship in Chemistry. Currently, Garcia is preparing to establish a $5 million endowment for the Hispanic Scholarship Consortium.
Garcia has lent his educational and professional expertise to various boards and commissions—as a member of The University of Texas at Austin Commission of 125, chairman of the University of Texas Pharmaceutical Foundation Advisory Council, board member of the Greater Austin Chamber of Commerce, and board member of the Greater Austin Hispanic Chamber of Commerce Education Foundation.
Garcia, a native of El Paso, Texas, served in the United States Marine Corps during the Vietnam War. He earned a bachelor of science degree in pharmacy and a PhD in pharmaceutical chemistry from The University of Texas at Austin. He’s also the founder and CEO of CEDRA Corporation and CEDRA Clinical Research, LLC, both headquartered in Austin, Texas.
Carlos H. Arce, Ph.D., researcher, inventor, (grand)father, and NuStats’ Founder, immigrated to California from Mexico with his family when he was in his teens. Five years later he enrolled at UC-Berkeley. A degree in cultural anthropology was followed by graduate studies in Folklore and Mythology, still at Berkeley. Social convictions led to faculty positions in ethnic studies at CSU-Northridge and at Wayne State University, Detroit. He went on to earn a Ph.D. at the University of Michigan and was hired as a research scientist at its Survey Research Center. There he executed the first national survey of Hispanics in the U.S., before leaving to start NuStats.
Carlos has served on dozens of boards and advisory groups for foundations, government agencies, and corporations, including the Bureau of the Census, National Committee on Vital and Health statistics, and Ford Foundation. Currently, he’s on the Hispanic Corporate Advisory Board of Frito-Lay (Pepsico), the National Advisory Council on Environmental Policy and Technology, the International Steering Committee for Transportation Research Conferences, the Paso al Norte Migration Museum Advisory Board, and the UTEP Institute for Social and Economic Policy Advisory Board. Carlos enjoys construction – his new development project is Playa XXX on the pacific coast of Oaxaca, Mexico – and he is leading NuStats efforts for new work south of the U.S. border.

David M. Garza is president and owner of Garza Design & Construction. A native Austinite, David attended The University of Texas at Austin, initially studying architecture and then moving to study business administration. Following the sudden death of his father, David assumed responsibility of his thriving concrete construction company. After managing a crew of 80 men and pouring many of downtown Austin's high-rise buildings during the 1990's, David decided to stay in Austin rather than following the building boom to other cities. With his best employees, David transformed the company into architect-driven private home construction, building some of the most note-worthy homes in Central Texas.
David is committed to making a positive change in our community through his service and support. He is a board member of the Hispanic Scholarship Consortium, member of the President's Circle of Peoples Community Clinic, member of the Ambassador's Council of the Human Rights Campaign Foundation, as well as other notable charities and foundations. John S. Hogg, M.D., is a physician and partner of the Austin Radiological Association. John S. Hogg, M.D. earned a Bachelors of Business Administration in Accounting and Finance from Baylor University and completed his premedical curriculum at Southern Methodist University. Dr. Hogg earned his medical degree from the Baylor College of Medicine and completed his residency in Diagnostic Radiology at Emory University in Atlanta, Georgia.
Dr. Hogg is a radiologist and partner with Austin Radiological Association and works with 14 hospitals and health centers while serving as the Radiology Medical Director at 4 separate hospitals during his tenure. Additionally, Dr. Hogg has served on the Seton Cancer Committee and currently serves on the Institutional Review Board with the University of Texas. He belongs to the American Board of Radiology, Travis County Medical Society, Texas Medical Association, Texas Radiological Association, American College of Radiology and Radiological Society of North America.
Committed to service, Dr. Hogg is a board member of the Hispanic Scholarship Consortium, People’s Community Clinic, and Mexic-Arte Museum He supports the Human Rights Campaign Foundation and has served on the 2009 Fete Production Committee for Ballet Austin.
Diana M. Maldonado now serves as Texas State Representative for District 52. Her vision and leadership have served her well in her 20-year career in state government, project management, and policy administration as a supervisor with the Texas Comptroller’s Office. Maldonado has a solid track record of community service and was the first Hispanic female trustee to join the Round Rock ISD school board where she served as board president. During her tenure, Maldonado sat on three working committees for the district: academic, long-range planning, and the Partners in Education Advisory Council.
Maldonado is a community liaison in Round Rock for Amistad Women’s Organization and National Hispanic Institute, helping to promote Hispanic youth leadership programs. As part of her outreach efforts for Hispanic females, Maldonado established Sonrisas Network of Round Rock, a value-added organization of Hispanic business professionals who exchange economic resources and promote social activities while sharing fellowship. As a current member of Executive Women in State Government, Maldonado served on that organization’s communications and public relations committees in 2004. She also served as vice president of development and president elect of the Hispanic Women’s Network of Texas in 2002–03 and served on the public relations committee for the Austin Capital Area Community Leadership Council in 2003. Maldonado was the first female president to serve consecutive terms, in 1996–1998, for the Mexican American Comptroller Employees Association (MACEA), a nonprofit organization at the Texas Comptroller’s Office, which awarded approximately $10,000 to youth scholarships.
Maldonado earned her BBA in business management, graduating magna cum laude from St. Edward’s University New College; she was on the dean’s list and inducted into Alpha Sigma Lambda while working full-time. While undertaking this endeavor, she was the recipient of the Personal/Professional Award at the Texas Comptroller’s Office, and she continues her support as an advocate for the St. Edward’s University New College program.
Ruben Olivarez, Ph.D. is a professor and Executive Director of the Cooperative Superintendency Doctoral Program at the University of Texas at Austin. He is also the holder of the L.D. Haskew Centennial endowed professorial chair in public school administration in the Department of Educational Administration. Dr. Olivarez began his tenure with the university in August of 2006, succeeding Dr. Nolan Estes, who along with Dr. L.D. Haskew founded and pioneered the university's nationally acclaimed superintedndecy doctoral program.
Dr. Olivárez’s professional career
spans a period of thirty-five years in public education. He has served in various teaching and
administrative capacities, in public schools, higher education and the State’s
Department of Education. He served as a
teacher, principal and central office administrator in the Ft. Worth, Austin,
Dallas and San Antonio Independent School Districts. In 1987, he joined the Texas Education Agency
where he served as Executive Deputy Commissioner for School Accreditation and
Accountability. During his tenure, Dr.
Olivarez provided leadership in various functions of the state agency,
overseeing the departments of School Financial Audits, Governance Operations of
Public Schools, Civil Rights and Equal Education Opportunities, Charter Schools
and School Improvement Intervention and Support Services.
In
1996, Dr. Olivárez joined the Dallas Independent School District as the
Associate Superintendent for Instructional and Non-instructional Support
Services. In January of 2000, Dr.
Olivárez was appointed general superintendent of the San Antonio Independent
School District where he served until his most recent appointment at The
University of Texas at Austin’s College of Education.
He
has served in several statewide leadership capacities as president of the Texas
Council of Urban School Districts, officer of the Texas School Alliance, member
of the Commissioner’s Advisory Council, and member of the boards of the Texas
Public Schools Equity Center, and the Texas Business Education Coalition. He is also a current member of the Advisory
Board of the American College Testing Board.
As
a leader in advancing social justice and equal educational opportunities for
all students, he is known for his beliefs, stating that “accountability at all
levels of the education system is vital to student success”. He is perhaps most recognized for his
commitment to teachers stating that “the teacher is the most important and only
real program in education, and principals are the key to school effectiveness”.
Raymund A. Paredes, Ph.D., is the commissioner of higher education at the Texas Higher Education Coordinating Board.
Prior to joining to the Coordinating Board in July 2004, Dr. Paredes was Vice President for Programs at the Hispanic Scholarship Fund (HSF) where he was responsible for scholarship and outreach programs. Before joining HSF, he was Director of Creativity & Culture at The Rockefeller Foundation from 2001 to 2003.
Before joining The Rockefeller Foundation, Dr. Paredes was Vice Chancellor-Academic Development for 10 years at UCLA, where he had also been a professor of English since 1971. In addition, he served as special assistant to the President of the University of California system from 1998-2000 on outreach efforts intended to improve access to higher education for students from educationally disadvantaged communities.
Dr. Paredes currently serves as a member of The College Board and on the Board of Directors of the Texas Cultural Trust. He was appointed by Governor Rick Perry to the Education Commission of the States and also serves on their Advisory Committee for Developmental Studies. He is a member of the Texas Philosophical Society and was named one of Hispanic Business Magazine’s 100 Most Influential Hispanics of 2007.
Dr. Paredes was born and raised in El Paso, Texas. After graduation from El Paso High School, he attended The University of Texas at Austin, receiving a B.A. in English. He served in the U.S. Army for two years, including a 14-month tour with the First Infantry Division in Vietnam. After separation from military service, he resumed his education, receiving a Ph.D. in American Civilization in 1973, once again from The University of Texas at Austin.
Joe R. Pelayo has over sixteen years of experience in the Supply Chain organization at Applied Materials. Along with the development of the supply chain and customer satisfaction, Joe has often focused on Corporate Citizenship. While at Applied Materials, Jose has been instrumental in the establishment of the annual Applied Materials Capital Area Food Bank Softball Tournament, and for three years, chaired the Youth Empowerment Gala at Applied Materials with proceeds benefiting Girlstart, Communities in Schools and the Austin Child Guidance Center. Joe is also a 2009 graduate of Hispanic Austin Leadership (HAL) through the Greater Austin Hispanic Chamber of Commerce. Joe's community organization involvement includes: Professional Development Chair for the Hispanics in Partnership at Applied Materials, where he also established a Hispanic scholarship at Applied Materials for graduating high school students; Member of the Hispanic Scholarship Consortium; Austin Independent School District Up Close Program; Education Subcommittee at Applied Materials and Young Leaders Society. Joe has further volunteered with these organizations and special events: Coats for Kids, Manor ISD Supply Drive, Reading is Fundamental and Sammy's House. In his spare time, Joe enjoys playing sports, yard work, live music and spending time with his family. Joe has two beautiful women in his life - wife, Krysta, and daughter, Alayna.
Luis Patiño currently serves as Vice President and General Manager for Univision Communications, Inc. KAKW Channel 62 and KBVO Channel 51 in Austin.
Patiño has worked with Univision for over 11 years at the flagship stations in Los Angeles as well as with the affiliate in San Diego and in San Francisco in the role of local account executive, local sales manager, national sales coordinator and national sales manager.
While in San Diego, Patiño served on the Board of Directors of the San Diego Ad Club and was the Chairperson for the Hispanic Marketing Council (2003-2005). Patiño also served on the Board of the Marketing & Membership Committee for the San Diego Hispanic Regional Chamber of Commerce.
Patiño currently resides in Rollingwood, TX with his wife of 8 years, Liliana Garcia-Patiño, 8-month old son Andres and 4-year old daughter, Daniela.
Holly Sparkman, CPA specializes in financial, legal affairs and administrative management for various companies in a variety of industries. Her areas of expertise include cash management, audited financial reporting to investors and lenders, internal budgeting and management financial reporting, tax and regulatory compliance, acquisition analysis and due diligence execution, corporate contract management and management of professional and clerical staff.
Ms. Sparkman spent more than eight years in the public accounting arena, including a focus on corporate and individual taxation and auditing with KPMG Peat Marwick. Ms. Sparkman's bioscience industry experience includes currently serving as a Senior Director of Finance for publicly held Life Technologies, as well as over ten years of combined experience serving as the chief financial officer for CellzDirect, Inc. and CEDRA Corporation. Prior to CEDRA, Ms. Sparkman served as the chief financial officer for Public Strategies, Inc., an international political and public affairs consulting firm. Ms. Sparkman graduated from Texas A&M University with a bachelor’s of business administration degree in accounting and is a Certified Public Accountant.
Madge Vasquez, a native of Robstown, Texas, holds a B.A. in International Studies from Southwestern University and a Master of Public Affairs from the University of Texas at Austin, LBJ School of Public Affairs. In 1995, she served as a Fulbright Scholar in El Salvador, where she worked with non-governmental organizations and women's groups on issues such as health education, coalition building and civic participation. Madge's work experience has been primarily with non-profit organizations dedicated to Latino public health, education, and community economic development issues, including: Equity Research Corporation in Washington, DC, the National Center for Farmworker Health in Austin, the Chicago Association of Neighborhood Development Corporations, and PeopleFund in Austin. She also worked as a Government Analyst for Accenture, a global management and technology consulting firm and as the Community Development Officer for Wachovia Bank in Central Texas. Madge currently serves as the Director of Dental Operations for the St. David’s Community Health Foundation.
Patrick White, MBA holds a B.S. in Finance from Auburn University where he was the
recipient of the President's Award. He
also spent a year studying international economics at the London School of
Economics and Political Science. Patrick
holds a Masters in Business Administration from the McCombs School of Business
at The University of Texas at Austin. He
began his professional career with International Business Machines, Inc. in
Somers, NY in both Mergers and Acquisitions and Global Finance and Planning.
Currently, Patrick is a vice president with Goldman Sachs & Company in
Dallas.
